It was named after the Russian city Kursk, around which the largest tank battle in military history, the Battle of Kursk, took place in 1943. One of the first vessels completed after the fall of the Soviet Union, it was commissioned into the Russian Navy's Northern Fleet.

It has been removed from active service and its present status is unclear. The Project 949 (Granit) and Project 949A (Antey) Soviet Navy/Russian Navy cruise missile submarines are known in the West by their NATO reporting names, the Oscar-I and Oscar-II classes, respectively. Oscars were the largest cruise missile submarines in service until the new (rebuilt) Ohio class SSGN cruise missile submarine on October 15, 2007, and the third largest submarines as submarines in terms of displacement and length. Only the Typhoon class Soviet/Russian submarines and the American Ohio class submarines are larger.

It is powered by an atomic reactor and due to unique spherical construction elements used is believed to be able to operate at depth of 6000 m. Founded in 1988 it became operational only in August 2003 due to financial problems that Russian military experienced in 1990s. Losharik is designated for research, rescue and special military operations. She was not successful and was decommissioned in 1911. A midget submarine is any submarine under 150 tons, typically operated by a crew of one or two but sometimes up to 6 or 8, with little or no on-board living accommodation. Midget submarines normally work with mother ships, from which they are launched and recovered, and which provide living accommodation for the crew and other support staff.

It is named after Vladimir Monomakh (1053-1125), the Grand Duke of Kievan Rus'. The project was developed by the Rubin Design Bureau, and the chief designer was Sergey Kovalev. The keel was laid down on 19 March 2006 at the Sevmashpredpriyatiye shipyard in Severodvinsk. The submarine will be armed with 16 of the newest submarine-launched ballistic missile developed in Russia, the Bulava (NATO designation SS-NX-30). The Vladimir Monomakh and its sister ships will replace the Delta class in the Russian Navy.
